Why Andrew Windsor may never get jail time

The investigation is expected to last months, if not longer, as authorities review evidence spanning multiple countries and years.
A government source said: ‘Investigations of this scale are never quick or easy, especially when they involve allegations that go back years and cross international borders. The sheer volume of material that needs to be reviewed, verified and contextualized means that it inevitably takes a lot of time to gather these things properly.”
They added: “Once the decision is made to broaden the scope, the timeline almost always lengthens as investigators commit to following every lead rather than narrowing their focus prematurely. While that can slow things down considerably, it also signals a clear intention to leave no stone unturned and ensure that any conclusions drawn are based on a thorough and comprehensive examination of the evidence.”
The gruesomely complex nature of this case means it is highly likely that Andrew will never serve jail time.
Documents released by the U.S. Department of Justice, including emails linked to Epstein, are among the materials under review.
It shows Windsor forwarding official reports of trips to Singapore, Hong Kong and Vietnam in 2010 and 2011, raising questions about whether his behavior as an envoy could be part of a broader pattern under investigation.
A senior investigative source said: “This has clearly gone beyond a narrowly defined case and into something much more comprehensive.”
They added: “When multiple lines of inquiry are conducted in parallel, this not only increases the potential seriousness of the situation, but also makes it significantly more difficult to reach a clear legal conclusion.”
