The bill calls for reforms to the HOME housing program

It aims to expand the supply of affordable housing by giving states and local governments more flexibility to finance housing development and preservation.

“America is in the midst of a housing crisis as families struggle to achieve the American dream due to the shortage of millions of homes,” Flood said. “The HOME program is a federal program that increases housing supply, but has previously been burdened by regulatory burdens that make it difficult to build housing.

“Thanks to the insights of those who work directly with HOME, and the invaluable teamwork of my colleague Ranking Member Cleaver, I believe the HOME Reform Act of 2025 will reduce the red tape holding this program back. The reforms in this legislation will result in increased home construction across the country as we work to address our nation’s housing shortage.”

New legislation follows months of collaboration between the two lawmakers.

In April, Flood and Cleaver issued a joint request for stakeholder feedback on both the HOME and Community Development Block Grant programs. In July, the subcommittee held a hearing entitled “HOME 2.0: Modern Solutions to the Housing Shortage.”

“Americans in every community are struggling to stay afloat financially due to the high cost of housing, which limits opportunities for families to get ahead and puts pressure on local economies,” Cleaver said. “This is a crisis that requires immediate bipartisan action to reduce costs, and I am pleased to join Chairman Flood in the effort to deliver relief nationwide.

“By renewing and revitalizing the HOME program – one of our best tools to expand the supply of affordable housing for working families – we can ensure that affordable housing and the American dream of homeownership are once again achievable, from the heartland to the coasts.”
