This is especially helpful if you’re dealing with more complex payroll scenarios or want direct support navigating payroll rules and compliance requirements. Plus, TriNet HR Plus includes access to an all-in-one HR software for onboarding, time tracking, performance reviews, and employee benefits, which can be useful for managing the entire employee lifecycle, from hiring to retiring.
Where it falls short is pricing clarity. Its monthly fees aren’t published upfront, which makes it harder to compare costs with small business payroll providers that list pricing on their websites.
TriNet’s all-in-one HR platform can also feel bloated with features if you have a small team and don’t plan to scale soon. If you’re looking for an affordable software-only payroll tool with tax filing services or want direct control in doing payroll, Gusto may be a better fit.

The main limitation is that payroll execution stays with you. Gusto is software-led, which means you still initiate each pay run and handle payroll timing yourself. It doesn’t offer a dedicated payroll specialist like Paychex Flex or extensive compliance services like TriNet HR Plus.
And if you have employees in multiple states, Gusto will require you to upgrade to at least its Plus plan. This can make pay runs expensive, especially if you have a small team. For a software-led payroll that handles tax filings and covers all states, consider QuickBooks Payroll or RUN Powered by ADP.

Why I recommend it
QuickBooks Payroll earned its place on my list of best payroll services for small businesses for one specific reason: tax penalty protection. The other providers I reviewed may have a similar feature, but QuickBooks took it a step further by offering both a tax accuracy guarantee and separate tax penalty coverage in case of late or inaccurate tax reporting.
I also found it a good option for companies already using QuickBooks for accounting. Since many small businesses start with QuickBooks Online, adding its payroll module is usually the next logical step.
Payroll services may be limited to tax filings and tax notice assistance, but you get a payroll system that can handle unlimited and automatic pay runs. Doing payroll with QuickBooks is also easy, especially with its smart Payroll Agent tool, which can manage pay runs, flag errors, and prepare payroll drafts with insights ready for your approval.
However, QuickBooks Payroll is software-led, so you still run payroll yourself. Its HR tools are also limited, lacking the advanced onboarding and talent management functions TriNet HR Plus offers in its all-in-one HR platform.

- Tax accuracy guarantee and penalty protection: QuickBooks offers a tax accuracy guarantee, which covers all penalties resulting from late or inaccurate tax submissions of its representatives, provided that it received the correct details on time. However, if you’re on the Elite tier, QuickBooks will cover all penalties (up to $25,000 a year), regardless of who made the mistake. No other providers in this guide have a plan that covers errors you make.

Paychex Flex: Best for flexible payroll support

Why I recommend it
Paychex Flex earned its spot on this list because it gives small businesses flexibility in how payroll is handled. Unlike Gusto or QuickBooks Payroll, which are strictly software-led, Paychex lets you choose between running payroll yourself or working with a payroll specialist. This makes it a good fit if you don’t want to lock into a fully managed service but also don’t want to handle the entire payroll process on your own.
It also automatically calculates, files, and pays your local, state, and federal payroll taxes, as well as prepares year-end tax reports. It even creates a legally compliant audit trail you can use to support tax credit claims.
Compared to TriNet HR Plus, however, Paychex Flex is less service-led by default. Payroll execution only shifts to Paychex if you opt into its payroll specialist support. Plus, TriNet’s dedicated payroll manager can handle payroll tax account setups and employee pay updates directly in its system if you require it.
Another drawback is that certain services, such as wage garnishment payments, are only available in higher tiers. While Paychex allows you to add it separately on the lower tier, this can increase costs, especially compared to Gusto, which includes garnishment support in its entry-level plan.

Why I recommend it
RUN Powered by ADP, or ADP RUN, is a good option if your priority is reliable paycheck processing from a long-established payroll provider. As ADP’s small business payroll product, ADP RUN can handle pay calculations, direct deposits, and tax filings across different pay schedules and employee types. Similar to Gusto and QuickBooks Payroll, ADP RUN is a software-led option with payroll tax and compliance services.
What I like about ADP RUN is the variety of employee payment options that it offers. On my list of the best small business payroll services, it’s the only provider that can prepare, sign, and deliver your staff’s paychecks to your office so you can release them on pay days.
However, ADP’s pricing isn’t transparent. You also have to upgrade to a different ADP product for advanced features or services. Let’s say your business grew to 50 or more workers. ADP RUN can technically still handle pay runs, but for more compliance reporting and proactive assistance in resolving HR or payroll issues, you’ll have to get ADP Workforce Now.
Similar to Paychex Flex, you have to call ADP’s sales team to get a quote. For businesses with up to 49 employees, ADP RUN offers the following plans and add-ons.

Why I recommend it
What stands out to me is Remote’s owned-entity model and in-house expertise. Instead of relying heavily on third-party partners, Remote operates its own legal entities in many countries and uses local payroll experts. That gives it tighter control over compliance and reduces the risk of costly errors, which is a big deal when you’re paying employees across borders.
Remote, which ranks high on our list of the best international payroll services, is also a strong fit for businesses that plan to hire globally but don’t want to build local entities. With its EOR product, you can legally hire global employees in over 90 countries.
However, I wouldn’t recommend Remote for businesses that only need basic US payroll. It isn’t the cheapest option, and you’ll have to get its US PEO service instead of the global payroll tool.
