Police say they can’t force Tylor Chase into treatment because of the laws

Tyler Chase is sleeping on the streets of Riverside again, and police can’t do anything to help the former child actor because of California laws, TMZ has learned.
Spokesperson for the Rivierenbuurt police Ryan Railsback tells us … the former ‘Ned’s Declassified’ actor is in dire need of long-term care, but criminal laws prevent police from forcing Tylor into mental health or substance abuse treatment.
‘Mighty Ducks’ star Shaun Weiss — a major advocate for Tylor — says a mental health crisis team recently placed Tylor in a 72-hour involuntary psychiatric hold, but they inexplicably released him back into his homeless existence. TMZ obtained video of Tylor taking a nap on a sidewalk in front of a building on Monday.
Railsback tells us that police cannot legally help Tylor because he is not considered seriously disabled or a danger to himself or others. Not only that, but Railsback points out that Tylor politely rebuffs all attempts by the authorities to get him off the streets and into an institution, explaining that homelessness is not a crime.
And listen… Railsback says that even if police were to arrest Tylor for possession of certain narcotics or drug paraphernalia, the charge would be a misdemeanor and he would be released shortly after receiving a summons.
As we reported… Tylor has been a transient in Southern California for quite some time, while reportedly struggling with meth addiction.
Railsback says police are doing everything they can for Tylor within the law, but they have no leverage, saying, “We can’t kidnap him.”
