Bill would make Fema independent in the midst of calls to ‘eliminate’ it

‘The FEMA Independence Act“Sponsored by Florida Rep. Jared Moskowitz (D) and co-sponsored with his state colleague representative Byron Donalds (R), would break FEMA from DHS and set up a cabinet secretary who would report directly to the president.

Moskowitz, who previously managed the emergency aid in Florida, mentioned the growing prevalence of natural disasters as a need to break down the ‘bureaucracy’ of DHS.
“As these emergency situations continue to grow, the American people deserve a federal reaction that is efficient and fast. To achieve that, FEMA must be reformed,” Moskowitz said in a rack. “FEMA is currently under the bureaucracy of [DHS] -And with about 20 other agencies and offices under that umbrella, the setup simply does not work. DHS has become too large and too slow to supervise what a fast and flexible emergency aid should be. “
Donalds also published a statement that Fema had become ‘exaggerated bureaucratic, exaggerated politicized [and] Exaggerated inefficient, ‘claim that establishing if an independent agency would improve all these fronts.
“When a disaster strikes, fast and effective action must be the standard – not the exception,” Donalds said. “It is necessary that FEMA is removed from DHS’s bureaucratic labyrinth and instead indicates to report directly to the president of the United States.”
If adopted, the bill would change the leadership processes for the agency. Currently, only the FEMA manager and deputy are obliged to get through the Senate Confirmation process, but this bill would lay down rules for a director confirmed by the Senate and a maximum of four vice-directors.
The bill would also enforce the existing 10 regional offices of the Agency and set up an office of the Inspector General (OIG) for supervision, and the director would have Latitude to choose a regional director to occupy each of those offices.
