Abu Dhabi launches tax-free art program to attract and support international collectors | News


Abu Dhabi’s Ministry of Culture and Tourism has announced the launch of a ground-breaking tax-free arts programme. This program aims to position the UAE as a globally trusted and forward-looking destination for the long-term housing, conservation and exhibition of high-profile works of art. The initiative creates a framework that prioritizes governance, legal clarity and institutional oversight as a basis for participation.

Abu Dhabi developed this program within the context of a broad cultural strategy. It provides a unique framework for wealthy collectors and family offices seeking safe and expertly managed custody of important works of art valued at at least AED 10 million (US$2.72 million). In addition, the program ensures due diligence, documented provenance of the artworks, transparent ownership and compliance with all applicable laws and regulations.

The customs waiver program applies to works of art that remain in Abu Dhabi for a minimum of three years and offers collectors significant flexibility with a six-month export period. Initially, the program will focus on legal certainty and structured supervision, but additional services will be gradually developed in the following months. Participants will also have the opportunity to make their artwork available for scholarly studies, research and curated public engagement.

An expert panel of international specialists will review the applications and ensure they meet program standards and the Abu Dhabi Department of Culture and Tourism’s commitment to safeguard exceptionally important cultural assets. These assessments are part of a comprehensive governance approach designed to improve transparency, traceability and responsible participation. Through a dedicated digital portal, collectors and family offices can submit expressions of interest, access program details and connect directly with advisory experts.
